Advice to governor Younkin: The path to circumvent the mask mandate is to pass a law that waives school district's sovereign immunity in the event that harm is demonstrated from the continued mask usage. While a judge might place an injunction on an executive order, an injunction on a law repealing sovereign immunity in this specific instance does not offer the same relief---because the stay would not protect you from liability long run. Executive orders and laws mandating the end of the mandates will find themselves locked up in the courts until the pandemic is over, but the threat—the sword of Damacles that a loss of sovereign immunity would represent—persists even if a judge finds some way of issuing a stay since a people can always delay suing for a period of time.
It is the best way to incentivize compliance. If you could also make the administrators personally liable too, that would be a plus.
How about passing a law that classifies child-masking as felony child-abuse? And a law that classifies an employer's masking and vaxxing of his employees as felony assault?
